The case for

Smartphones can take students’ attention away from lessons. A Virginia analysis found substantial cellphone use during school hours, showing that distraction is a real problem even though the data alone cannot prove that a ban would solve it. Two preliminary studies also reported better academic performance after phones were removed from classrooms or after an outside cellphone ban took effect. Those findings offer a plausible case for restricting phones during lessons, but they still need replication and peer review. 1

Large international and institutional reviews point in the same direction. OECD PISA materials link digital-device distraction with weaker learning conditions, while UNESCO says technology can undermine learning when it is used inappropriately. This evidence supports controlling distracting use, but it does not show whether the best answer is classroom storage, lesson-by-lesson restrictions or a full-day ban. (see Figure 4)

Stricter policies may also improve school safeguarding by reducing opportunities for students to record others, engage in harassment or continue online conflicts during school. A peer-reviewed English study found an association between smartphone policies and digital-safeguarding incidents. But because the study compared schools at one point in time, it cannot establish that the policy itself prevented those incidents. 2

Research on harmful phone use adds another reason for concern. Long-term studies connect mobile-phone addiction with lower academic achievement and depressive symptoms, while a review links adolescent sleep deprivation with poorer mental health. These findings support limiting problematic or nighttime use, but they do not show that ordinary possession of a phone at school causes the same effects for every student. 3

The case against

The main objection is that the research does not establish that a total ban is necessary. Studies more often examine distraction, addictive use, social-media restrictions or specific phone-removal policies than a comprehensive K–12 prohibition. Several relevant findings are preliminary or based on associations rather than direct tests of a full-day ban.

One widely cited quasi-experimental study found larger gains among lower-achieving pupils, rather than equal benefits for all students. That result may support carefully designed or targeted restrictions instead of assuming that one rule will work in the same way for every child. (see Figure 3) 6

Smartphones also have legitimate uses. They can support translation, research, accessibility, health needs, family coordination, teaching and emergency communication. Government guidance recommends strong restrictions but allows schools to choose how to apply them and what exceptions to provide. Policy analysis also identifies tradeoffs involving teaching, access, governance and fairness. 5

These concerns do not argue for unrestricted phone use. Technology can be valuable when deliberately integrated into teaching, and a blanket rule could remove tools that some students or teachers rely on. But exceptions must be practical and clearly understood; otherwise a strict policy could impose avoidable costs, especially for students with disabilities or medical needs. Bans may also shift communication or learning to other devices and channels rather than solving every underlying problem. 7
