The claim is that restricting in-person early voting reduces overall voter turnout. The evidence supports that possibility in some settings, but it does not show that every restriction produces a broad decline in participation.

The case for

Limiting early voting can make it harder for some people to vote at all. Research on the number and distance of early-voting sites finds that access affects participation. Some voters switch to another method, but others are deterred altogether when voting becomes more difficult or time-consuming (see Figure 1). 1

That distinction is important. A restriction does not need to stop everyone who used early voting from casting a ballot in order to reduce turnout. If many voters successfully move to Election Day or absentee voting but a smaller group cannot, the total number of voters can still fall.

Early voting may also help mobilize people who are unlikely to vote under tighter conditions. Flexible hours and locations can matter especially for voters who face work, transportation, family or other barriers on Election Day. Removing that flexibility can therefore reduce participation among marginal voters, even when regular voters simply change when they vote. 2

Causal studies offer conditional support for this argument. Natural experiments suggest that changes to early-voting access can affect overall turnout, although the size of the effect depends on the details of the policy and the kinds of voters affected (see Figure 2). The evidence is strongest for the broader point that access and convenience influence how—and sometimes whether—people vote.

The case against

The main challenge is substitution. Many people who lose access to early voting may cast their ballots on Election Day or use another available method instead. Reviews of the research report substantial movement from early voting to Election Day voting in some settings and conclude that expanding early voting does not consistently increase turnout. 3

When Election Day access and absentee options remain workable, restricting one voting channel may simply redistribute ballots across methods rather than reduce the number of voters. This is why evidence about changes in voting habits does not automatically prove a change in overall participation.

The turnout effects reported in studies are also often modest and vary widely. Results depend on whether a policy cuts the number of days, reduces hours, closes voting sites or increases travel distance. They also depend on the election, the voters affected and the availability of alternatives. 4 Descriptive federal data show large differences among states in early-voting use and voting opportunities, but those patterns mainly show changes in voting method—not the causal effect of restricting access on total turnout (see Figure 3).

The evidence therefore does not provide a single turnout effect that applies to every restriction or election. It is also harder to assess source incentives fully because some conflict-of-interest classifications remain unresolved.

The bottom line

The evidence conditionally favours the claim, but only with moderate confidence about overall turnout. Restrictions on in-person early voting clearly affect convenience, voting methods and participation for some groups. They can reduce total turnout when affected voters cannot successfully switch to Election Day or absentee voting.

But the evidence is weaker for the universal claim that any restriction will lower turnout. Substitution is common, and the size of the effect changes with policy design and local conditions. Confidence is high that restrictions change how people vote; it is lower that they consistently reduce how many people vote.
