Zoos should not be judged as a single, uniform industry. The evidence suggests that while some institutions provide real benefits, many conventional zoos face welfare and accountability problems serious enough to support a gradual, performance-based transformation.
The case for
The strongest argument against phasing out all zoos is that some have made measurable contributions to conservation. Captive breeding and release programs helped efforts to return the critically endangered dusky gopher frog to its native range. More broadly, zoos have supplied animals, specialist staff, veterinary treatment, funding and logistics for wildlife reintroductions. These efforts can matter most when they are part of wider recovery plans that also protect habitat and reduce threats in the wild 1.
Zoos can also produce useful scientific and medical knowledge. Research from zoos and aquariums has generated substantial peer-reviewed work, while studies of zoo-held mammals have provided information on infectious diseases and veterinary care. Carefully managed captive populations can use genetic tools to limit inbreeding and preserve diversity. But the same concentration of animals can create disease-management risks, especially where species and animal origins are mixed 2.
There is also evidence that zoo visits can improve people’s understanding of conservation and make them more sympathetic to environmental protection. Reviews and meta-analyses generally find positive effects on knowledge and attitudes, with some evidence of changes in reported behavior or intentions 3. For supporters, these gains offer a public-facing reason to preserve well-run institutions.
Still, none of these benefits comes automatically. Reintroducing animals is not simply a matter of breeding them in captivity and releasing them. It requires suitable habitat, disease and genetic planning, long-term monitoring, and support from local communities. Even successful captive programs cannot replace the protection of wild ecosystems.
The case against
The most powerful argument for phasing out or remaking conventional zoos is the welfare cost of captivity. Reviews identify risks including restricted movement, disrupted social groups, too few opportunities for natural behavior, and repetitive or abnormal actions among large mammals. The scale of these harms varies with enclosure design, animal management, social conditions and an individual animal’s history, but the risks are real (see Figure 1) 4.
Visitors can add another pressure. One observational study at Lahore Zoo found that noise changed across locations and times of day and could affect animal behavior. That result does not prove the same problem exists everywhere, but it illustrates how public display can conflict with animal welfare.
Conservation claims are also difficult to take at face value. Keeping threatened animals in a zoo does not by itself show that a facility is helping save the species. Captive programs can be limited by a lack of founders, genetic problems, animals losing survival skills, insufficient space, and barriers to safe reintroduction. Habitat quality and the removal of threats in the wild remain central to any recovery effort 5.
Some zoo collections may also reflect what visitors want to see rather than what conservation needs most. Evidence from Asian zoos and aquariums suggests that the range of species kept is uneven and may partly be shaped by popularity. That makes display-heavy collections a weak measure of genuine conservation value 6.
Education is not a complete answer either. Studies are stronger at showing short-term changes in knowledge, attitudes and stated intentions than proving that zoo visits lead to lasting conservation action. Different evaluation methods make those claims hard to compare 7.
The bottom line
The evidence favors transforming or phasing out low-value, welfare-inadequate zoos, rather than either preserving every zoo or immediately closing all of them. Confidence is high that captivity creates meaningful welfare risks for some animals, and that claimed benefits vary greatly from one institution to another.
The best candidates to remain would be facilities that can independently demonstrate strong animal welfare, credible research, and a clear role in species recovery. Others should be converted or wound down where this can be done responsibly. Yet the evidence does not fully answer how closures should work in practice, including their costs and where animals would go.
The central problem is a lack of standardized, transparent measures to compare zoos’ welfare, conservation, research and education results. Until those measures are stronger, the case is not for treating every zoo alike—but for demanding proof that captivity delivers benefits substantial enough to justify its costs.
